A locate rarely fails because the subject cannot be found. It fails because the addresses do not agree with each other and there is no efficient way to test which one is current. You start with a name, a partial date of birth and a last-known address that is eighteen months old. You check a directory source, then a social media trace, then a credit file address, then the Companies Office in case there is a directorship carrying a more recent address, then a title search to see who actually owns the property the subject was last associated with. Five sources, four logins, four invoices, and a handwritten note about the order you did it in.

For a trace instructed by a creditor or a solicitor, that answers the second question before it is asked, which is whether pursuing the subject is worth the cost.

An investigator's exposure is rarely the search itself. It is the inability to demonstrate, months later, why the search was justified and what was accessed. Complaints to the Privacy Commissioner, questions from a licensing authority and cross-examination on an affidavit all turn on the same evidence: who searched, when, under what purpose, and against which sources.

intelID requires an authorised-purpose declaration before results are returned, and logs that declaration against the query along with the user, the timestamp and the sources read. Access is granted by role, so a contractor working one file does not hold the same reach as a principal. Credit information is accessed under the Credit Reporting Privacy Code 2020 and only for a declared purpose. Subject data is never used for marketing, never resold, and never exposed to public indexing.
